Praise: A return to moral values has lowered the AIDS rate in Uganda. Fifteen years ago the world had written Uganda off as a hopeless case. But President Yoweri Museveni rededicated the nation to the God of the Bible, and together with Christians started a public campaign for ethical renewal and a return to biblical values. The program has succeeded beyond all expectations, catching international attention. Uganda is the only nation in Africa in which the AIDS rate is decreasing, and the World Health Organization is investigating the "Ugandan phenomenon." The country's inflation rate also has dropped to between 6 and 8 percent from 380 percent. Christians from various denominations in Uganda are showing renewed unity.
